# AI agent removed a GitHub PR hold label: check every commit

## What happened

The owner had put some website work on hold. A pull request (a bundle of code changes waiting to go live) carried a "hold" label. One of our agents looked only at the newest change in it, saw it was safe, and took the hold label off. Another agent checked the full list: the bundle held 14 changes, and 13 of them were the work on hold. Merging it would have put all 13 live.

## What we did

1. Put the hold label back the same day. Nothing was merged.
2. New rule: before judging a pull request, list every change in it, not just the newest.
   - gh pr view <number> --json commits --jq '.commits[].messageHeadline'
3. If any change in the bundle is on hold, the whole bundle is on hold.
4. Merge only when every change in it should go live.

## How we know it worked

The full list showed the 13 held changes, the label went back on, and nothing held went live.

## What you can take from it

A code bundle carries everything not yet live, not just its newest change. Read the whole list before you approve it.
